The Leg could comply by raising money through new taxes, through cutting from other programs, whatever. They just have to fund education. <br /><br />If Inslee wanted to get something done, he'd call a special session in mid-September. Lawmakers can't raise money during the legislative session, so they'd get changes passed right quick! This would work for both transportation and education. In fact we have seen this in the past where a sitting president ignored the Supreme Court (Worcester v.
