The staff asked for a year to do it. In September 2012, a year later, the staff had absolutely nothing to show - they did not even start work on it. The Board named it again (now called Equitable Access Framework) as one of their four priorities at their September 2012 retreat. The deadline was set for April 2013. Right now it goes beyond statutory requirements by including this:<br /><br /><i>"A written notice of a special meeting, stating the purpose of the meeting, shall be posted to the district’s web page not less than twenty-four hours prior to the time of the meeting"</i><br /><br />This lets the public know what the heck will be covered during the meeting. There was a snafu a few weeks ago when the posted agenda for the Ops Comm mtg failed to indicate that FERPA and the district's data-sharing agreement with CCER was a topic for discussion. That is a topic very important to many parents and violates the OPMA (for notice to media) and Policy 1400. Fortunately, Director Peaslee will ensure another briefing is presented a the next Ops mtg.<br /><br />There is NOTHING wrong with 1400 so don't mess with it. Most likely, if their phones are off, they're probably not looking at email, either. <br /><br />I hope the texting/emailing during meetings is more about courtesy to the public during public testimony or the presenter during other parts of the meeting than about the content of the messages. They are few and far between and totally innocuous.
