What About BEX?

What are you hearing at your school about the levies?  Is there a big push on?  I know that at least 20+ schools have endorsed it. Yesterday, the Times had an op-ed from the head of School First, Greg Wong, in support of the levies but it had one day on their webpage and is now gone to their file area.  Kind of odd.  The election is less than a month away and ballots are coming your way next week.  And, yet this seems to be a decidedly low-key election.  Does the district NOT want to call attention to it? I go on record as saying I support both levies.   (FYI, I find it unlikely that either levy will fail but if one or both did, the district can come back again in a couple of months.  It would cost a lot of money.  If that didn't pass, at least for Operations, I'm sure the State would step in with some funds.  The district could not suffer a loss of 25% of its Operating budget.) But there are definite rumblings against BEX...

End of 2012 - Wrap-up and Hopes and Predictions for 2013

A rosy glow this morning across the horizon - maybe a good sign for things to come. It was a HUGE year for public education - in Seattle, Washington State and the US.  For whatever reason, public education has become a huge issue.  Whether it's trying to break unions (in Wisconsin) or the push for more on-line learning opportunities (whether at school or at home), politicians had a lot to say this year.  Are we focusing on the right things?  I'm not sure we are.  I'm not sure that we won't look back in 10 years at much of the new education spending in this country and wonder if much of it was wasted on the wrong areas.  Or that there was too much effort made in directions that did not pay off.  One of the drivers of this - and it shouldn't be the biggest driver - is the large group of wealthy philanthropists who believe they know enough to try to determine the course of public education over the next 10 years.  And yet, they are not elected,...

Schools First Release Press Release on 2013 Levies

From Schools First (the group that works to support SPS levies): Seattle (December 17) – Schools First, the grassroots, volunteer-led campaign organization that convenes every three years to build support among Seattle voters for renewing the Seattle Schools operating and capital levies, announced today that it has begun its work to pass the 2013 levies, which will be on the ballot on February 12. The Operations Levy provides more than a quarter of the funds needed to operate the Seattle Public Schools, including funding for day-to-day teaching and instructional programs such as a sixth period for high school. The Capital Levy (BEX IV) will provide essential funding to maintain and improve Seattle’s aging existing schools, provide earthquake safety upgrades at 37 schools, and build and renovate schools in growing communities across the city. NE Middle School Options

Here is the Excel sheet for the options for the NE middle school situation.  My understanding is it is a combo of ideas from staff and FACMAC.  During the Work Session the discussion went as follows: - They were first discussing what appeared in the presentation and what FACMAC was recommending. FACMAC was recommending an Eckstein split - North and South Annexes.   Director Peaslee clarified that this was really a split and not a temporary annexation.  The answer was yes. - There was also this discussion about Jane Addams and beefing up its middle school offerings to fill the school.   (They called this "mitigation.")  But, as Director DeBell pointed out, how long could that go on and how could the district afford it?  (And, if they did this for JA, why not all K-8s?) - One interesting thing is how the district seems very committed to making sure that Eckstein North would have the same things as Eckstein South.  Phil Brockman spoke ...

Waiting Until the Nth Hour

Despite the weather, several of us came to last night's Work Session believing we would see some real progress in what the interim plan for capacity management might be for 2013-2104.  I left at 7:45 p.m. shaking my head. Once AGAIN, the district is a day late and a dollar short.  I know staff works hard.  I know they want to get input via the public both formal (FACMAC) and informal (community meetings).  But it's December 20th (and neigh the end of the world upon us) and NOW they have new ideas?  Even as they heard, for MONTHS, that they were not addressing the north end middle school issues? I guess I could say congratulations to all the NE parents who stood up and said, "You need to solve this."  But school starts up on Jan 7th with a "plan" to be presented at the Board meeting on Jan. 9th.   Once parents look at these new ideas (and there are five of them), how will the Board and staff know which one(s) parents believe will work best?...

Oddities in BEX IV

Perusing the BEX IV presentation and then what was presented to the Mayor's Educational Leadership Team yesterday, I see some things that I don't understand. BTA has been about major maintenance like roofs and yet there are five roofs to be replaced under BEX IV.  That is troubling because BEX is about renovations and yet there are roofs and other "major preventative maintenance" under BEX IV.  What is really troubling is the "major preventative maintenance" at $18M has no list of projects.  Basically, it looks like a fund for something.   Those five schools with roof replacements scheduled are Eckstein, Franklin, Gatewood, Laurelhurst and Whitman.  However, checking the BTA work from previous years shows that Laurelhurst received a new roof in 2002, Whitman in 2006, and Eckstein in 2010.  This is district data at their website.  How could this be wrong?  Or, how could these almost new roofs need replacement? BEX Work Session

I will say at the outset that there has to be something the Board can do to make Work Sessions work better.  Staff takes took much time explaining their lengthy presentations. President DeBell said at the beginning the Board should only ask clarifying questions during the presentation and leave big questions for the discussion at the end. As usual, though,  they ran out of time as the staff couldn't get to thru the presentation in the time allotted.   9I know staff wants to explain but they waste time at the beginning going over what the Board already knows.  It's fine to have a longer written presentation but that doesn't mean going over every page during the presentation.)  There was also this document, Service Area Analysis. The community meeting next week on BEX/Capacity Management on Tuesday the 11th was noted.  We were told there would be some way to listen to the meeting via computer but I'll have to get details on how that will work.

Burning BEX/Capacity Question?

I'm attending the Work Session on BEX tomorrow (and hope to attend the community meeting next week). So what are your burning BEX/Capacity questions?  I think I've already heard a few: - what is your detailed plan for middle school issues in the NE? - what boundary changes might come for 2013-2014? - which schools can be renovated on-site versus those that will need an interim site?  (BEX staff recently stated at a Board ctm. meeting that they "had" to build with the school community moved but that is just not true in all cases.  It certainly isn't true for most districts in the U.S.  Most build with the school communities still on-site. To note; I find the silence from FACMAC kind of interesting.   The district hasn't mentioned their input in a long time.  However the presentation does say they will be speaking at the Work Session so this should be good.  From the presentation...

Wednesday Open Thread

Gee, Tuesday got away from me.  I wonder why. Hoping to parse through the BEX IV vote and ask you to consider what happens now.  There is a lot of vagueness in this BEX so it's hard to gauge what will be done and when.  Also, probably a year back now, Director Carr said at a Work Session that there would have to be a heck of a good narrative to sell this to voters. Okay, I'll ask you - what is the narrative that will sell this to Seattle voters?  Keep in mind, you are selling over $1B of levies.  On another subject, Superintendent Banda.  I am still feeling good about him.   I find him quietly assured (but not in an Olchefske-type way).  But, what would make you feel assured?  What one thing, that's within the realm of possibility, could he do to make you feel like he's on the right track?  Or is there a signal you would look for that would make you believe he can't/won't be co-opted by the powers that be? Friday Open Thread

Wow, that was a busy week but there's still work to be done. Please consider letting your friends/relatives know about your vote on 1240.  While the good people of King County are really getting those votes in, there are still a LOT of ballots out there.  Encourage your friends and neighbors to get those in.  There are also other things you can do this week-end.  Check the Events page at No On 1240 . Good article in The Nation on 1240. The Capital Hill Seattle blog did a nice piece on the schools in their region and their district scorecards. As I previously noted, there are NO community meetings Saturday with Board directors.  This is sad given the gravity of next week's Board meeting where the final BEX IV list will be voted on.  I also note that there is no agenda yet available but I will link it as soon as it comes up.  What's on your mind?

Let's start this conversation about BEX (again).  I like the BEX staff that I know.  They are bright and hard-working.  A few of the very problematic people are gone and that is truly a good thing.  That said, I have never been confident in the choices that the BEX staff has made over the years. Here are my problems with how BEX staff works.  One, there never seems, despite their use of the word "scenarios", any real evidence that you see them saying "if A, then, B but what about this ripple to C".   No school is an island and there are ramifications to all these choices and it's NOT just about capacity.  

Wednesday Open Thread

So, some high drama tonight at the Board meeting.  From the speakers list (with a long wait list), we see most of it is over the resolution for a No on 1240 from the Board.  Judging from the names I recognize that would seem to be in agreement with this resolution, the Board will get lots of encouragement (although I do see a few that will disagree and I'll be interested to hear their argument). Unfortunately, there are 4 TFA people on the list apparently to endorse the latest hiring of one TFAer (which no one else is protesting).  It sure would be nice if they gave up those spots to parents with BEX concerns.  If I hear enough good words in support of the No on1240 resolution, I will give up my spot. I am actually hoping the Board, while discussing the resolution, does make some statement about groups that try to stifle their right to speak out on election issues that directly affect our district and the Board's work overseeing our district.  Neither Stan...

Keep Your Eye on the Bouncing BEX Ball

 Two more updates. This from the Board agenda as a change to the BEX list - an addition of RBHS for seismic issues and I note the new amount is at $694.9M. Also, below are notes from a parent who attended a meeting at Jane Addams last night.  This is THEIR reading of what they heard. Anyone else attend who heard the same or different? Here are a few details about the BEXIV bombshell delivered last night at a meeting at Jane Addams. District Staff present included Pegi McEvoy, Lucy Morello, Kim Whitworth. Sharon Peaslee was also there, as were at least two FACMAC members. The Jane Addams K-8 community rejected the Oct 10th proposal, because the enlarged Pinehurst building proposed to house their program was only adequate for 2 classrooms per grade at elementary and 3 cohorts per grade at middle school. The Jane Addams K-8 BEX Task Force group met with District Staff on Friday, and explained to them that the program must have 3 classrooms/cohorts per grade, ...

Monday, October 15th Superintendent Banda will be busy as he bounces from the Seattle Special Education PTA meeting and the Seattle Council PTA meeting .  Both are from 7-9 p.m. The Seattle Council meeting is in the auditorium but it is unclear where the Special Ed PTA is meeting.  I'll find out and post it. The Seattle Council PTA meeting includes Q&A on I -1240.  It also includes a presentation of the BEX IV levy. Tuesday, October 16th Operation Committee Meeting from 4-6 p.m.  Agenda .  To note, Pegi McEvoy will give an update on the BEX IV levy to the group.  Other items include the Student Assignment plan for 2013-2014. BEX IV Updates From District

BEX IV - the Battle To Come

Next week is the first of the BEX IV community meetings (Thursday, the 20th at Whitman at 6:30 p.m.).  It now looks like a real battle brewing and the Board will certainly have a decision to make. For your consideration: - the Downtown Seattle Association has made the unfortunate decision to continue to pressure the Board/City Council for a downtown school.  To their credit, they took a meeting with me and I outlined why, at this juncture, it was bad timing.  I also gently put forth that if one of the South Lake Union businesses would donate a couple of floors, the district could roll out a K-8 or K-5 one year at a time and, by the time BEX V came, then they would get a real building.  (I mean it's just plain funny to ask for money for a building when there is NO land to build on.) They also apparently do not understand the severe and pressing needs elsewhere in the city despite my efforts to explain the overcrowding elsewhere AND the number of rundown schoo...

New BEX IV Scenario

Just got a tip from a reader (thanks!) about a new BEX IV scenario . This one costs in at just under $700M (I think they are trying to keep it under $1B between BEX and the Operations levy that will also appear on the ballot). Jane Addams to Cedar Park?  Yup. New middle school at Jane Addams building?  Yup. Winners Arbor Heights - no mention of Roxhill joining them SLU - Good luck with that one North Beach - full replacement Bagley (sorta) - partial replacement Thorton Creek - stays a K-5 Mercer - gets an addition QA - gets an addition Losers Roxhill Rogers Jane Addams community I still don't get why TT Minor needs to be reopened. 

How to Sell BEX IV?

The Times has two stories about levies/bonds that make me wonder how the district, via the Schools First group who does the levy/bond campaigns, is going to sell BEX IV. The first story is a round-up of Eastside capital bonds on the ballot Tuesday.  Mercer Island wants to renovate ALL its schools - 3 elementaries, 1 middle and upgrades at their only high school.  Interestingly, opponents think they should build a new elementary to end the overcrowding at the elementaries.  Their bond is for $193.3M. Issaquah is asking for $219.1M and has no opposition. Renton is trying again to pass a $97M for a new middle school.  They almost passed it in Feb. but it only received 58% of the vote rather than the needed 60%.  That election also saw all the operations levies on the ballot pass.  Now you may have noticed that the Eastside elections are for bonds but Seattle Schools cannot chance a bond with such a high dollar ask.  They are asking for the m...

Tuesday, April 10th Director McLaren Community meeting at Delridge Library from 1:15-3:15 p.m. Audit&Finance Committee Meeting (audit) from 4-6 p.m.  Agenda includes MLK FAME covenant compliance update where we find out if FAME is honoring its agreement with SPS,  a 2010-2011 Financial, Federal and Accountability audit update (not sure what this is),  ALE policy update a "special attention" item from Director Carr called "A&F operating rhythm." BEX IV meeting at Mercer Middle School from 6:30-8:00 p.m.   Eckstein's meeting seem to focus more on capacity issues especially Lowell at Lincoln.  Denny's meeting seemed to focus on issues around Arbor Heights/Roxhill.  I was a little surprised as I didn't see as many parents from Alki, Lafayette or Schmitz Park as I thought might come out.  It will be interesting to see the focus from the communities in the Mercer area.
