Audit&Finance Committee Meeting Tomorrow

I had been wondering where the agenda for tomorrow's Audit and Finance Committee Meeting was.  Well, now I can see why it was delayed. 1) It's HUGE. 2) It's a mess.  Literally.  Things added links not there - very confusing. The minutes from the last meeting note note a troubling trend - the end of funding for number of programs.  To whit:

Seattle Schools This Week

The last of the " Technology Vision Town Halls " will be tonight , starting at 6 pm at West Seattle High School.  Has anyone attended one?  Any thoughts?  Was student data privacy mentioned? Also to note, Friday, March 6th is the LAST day of Open Enrollment .  So hop to it if you haven't enrolled your student yet.  There is also an Operations Ctm meeting on Tuesday , the 3rd.  Agenda here .  It is likely to be a truncated meeting as Director Patu, the chair, is not available due to the death of her husband.  The agenda appears to be just capital matters. Then, Wednesday , there's Board meeting.  Agenda available here. One Action item (total) and that's the 2015 Board Code of Conduct.  Here's the redlined one and there are changes both good and puzzling.

Seattle Schools This Week (and This and That)

With the district being effectively closed, here are some items of interest. SPS Family Connectors University , starts Jan. 12th.  The Family Connectors University program is a ten-week series of adult workshops that is designed to empower families with information on how to navigate the school system, how to create a college-going culture at home, and how to support their child’s, and other children’s, academic succes s. New School Lunch Menus -  Link . Over the past three years, the U.S. Department of Agriculture (USDA) has put in place many guidelines to help students make healthier choices in the school cafeteria, based on the 2010 Dietary Guidelines for Americans. This year, in addition to further changes to the meal standards for breakfast and lunch, students will see changes outside of the school cafeteria as well. Food and beverages sold from vending machines, student stores and fundraisers will be affected by the new "Smart Snack" regulations....

Seattle Schools Work Session/Committee Meeting Updates

The Work Sessions scheduled for today now have their agendas available. One is the Risk Management ; Insurance Coverage Review.    On the face of it, this department seems to be doing a good job.  I only say "seems" because insurance is not my area so it's hard to discern any issues.  Two items of note: Page 6 about Liability Coverage Seattle Public Schools’ experience – One claim in excess of $10 million (athletic injury) – One claim in excess of $5 million (sexual abuse) – Excluding the above, annual liability claims paid by WSRMP since 2006 have ranged from $21,431 to $112,358, average $34,280.    Page 11 - Current Property Coverage   • Is it “enough”? – Maximum probable loss • Dunlap + South Shore + South Lake + Rainier Beach (under $200 million replacement cost )    I don't know what this means - I'm assuming it's some kind of example but I'm not sure ...

Wilson-Pacific Needs an Auditorium

I don't believe this project is going well.  It's interesting because it got roundly defended by Director Carr at last week's Board meeting.  But all the engagement she noted was before it was decided that Pinehurst would be part of the mix.  I almost wonder if the Board feels like the district gave in on that one and so they won't argue about the auditorium.   I also believe that, like the World School at TT Minor, Pinehurst won't be at W-P very long.  (I'm not speaking out of turn or endangering either program - I'm saying what is perfectly obvious given the growth in this district.)  To say that an auditorium would be underused and not worth the space, given you are talking about two schools next to each other, in an area without a community center space and the multiple uses that schools with auditoriums find, I'm not buying the district's arguments against W-P having one. Seattle Schools School Board Meeting- November 20th

Here is the updated agenda for the Board meeting on Wednesday.   To sign up to speak, you must call (252-0040) or e-mail (boardagenda@seattleschools.org) at 8 am on Monday morning. To note: - changes were made to the Pinehurst Action Item .  Kudos to parent John Chapman who crunched the numbers and made the query to staff about comparing the costs per student at Pinehurst versus other K-8s.  It went from about $3,000 more per student down to $1350 more per student.  (And again, Pinehurst's underenrollment - some of which can be related to the district's multiple attempts to close it or ignore it during enrollment - is driving that per student cost up.) New recommendation includes possibly moving Pinehurst to Thornton Creek or JA K-8. - revisions to the Growth Boundaries Action Item.   I have not read through these changes thoroughly so I'll ask readers to let us know what they are (and possible implications).  Somehow there are 15 amendments...

Growth Boundaries Work Session Part Two

I am going to attempt to slog through all my notes but I expect Charlie, Kellie and Meg to chime in here as we were all sitting at the back taking notes.  (And, I had to take a phone call during part of the APP middle school discussion.)  Staff has done an incredible job in creating the various plans.  No one can truly know how long it must have taken and the tedious but important job of determining walk zones, ripple effects (if this, then that) and all the other issues they had to take into account. So why so messy and why so much confusion? My view (not shared by Kellie) is that the main flaw WAS the public engagement.  Kellie believes the problem was never truly expressed so the answers were always to be confusing and flawed.  I believe that I think I know what staff problem staff was trying to solve but that they never engaged their stakeholders correctly in the first place and so, never had real buy-in AND created mistrust. Upcoming Board Meetings

I wasn't able to attend the Executive Committee meeting this morning but Board staff were kind enough to give me the handouts (thanks Lily and Teresa). As a heads up, a couple of things from the Legislative agenda (aka School Board agenda). - November 20th.  The Growth Boundaries discussion/vote is the fifth Action item on the agenda.  Two items ahead of it will likely go quickly but the Special Ed item and possible closure of Pinehurst are likely to have some amount of discussion (and, with any luck, Pinehurst will be pulled off the agenda).  Altogether the Boar has 13 Action items to vote on (whew!) plus three Intro items.  One of those is acceptance of RTTT money for the three IB programs. I let you know this simply if you are trying to time your arrival (unless you want to come for Public Testimony but by then, it will all be over but the shouting).  If I had to call it, I'd say the Growth Boundaries discussion and vote will not start before 6:30 p.m. ...

Pinehurst Fights Back

Parents do the work to defend their schools and Pinehurst is challenging the per student figure for Pinehurst students versus other students. As usual, parents step up with extensive research.  Pinehurst is no exception and here is a letter to Superintendent Banda asking for an explanation of the costs announced to the Board per student at Pinehurst versus other K-8s.

Pinehurst and Its Fate

At the Board meeting last night, the fate of the Pinehurst program was discussed. There was an Intro item on the agenda to end the program.  Before I left the meeting, I was handed a sheet that outlined the idea of AS-1 and Indian Heritage joining together.  It's a pretty thoughtful piece of work that would co-join the goals of both programs.  (They want to be at Lincoln for the interim and them move to W-P; that part confuses me because they want to be K-8 and that wouldn't work at that location.)  The Indian Heritage High school would be part of Ingraham which has the largest number of Native American students in the north end.  They would then move to the new Lincoln High (or again at W-P but it won't fit).  I think this could have legs but it would take more than one Director to get any traction. Seattle Schools Work Session on Growth Boundaries

From North End Mom: Here is a link to the presentation from yesterday's Growth Boundaries work session. There is a new staff proposal to "implement full grade assignment in year one." (see slide 24 and 25). Basically, it is assigning JAMS and JAMS/Eckstein APP, grades 6, 7, and 8, to JAMS, in the JA building, beginning next fall. The APP kids living in the Eckstein SA would have the choice of going to Eckstein as GenEd or going to APP at JAMS. JA K-8 is relocated to John Marshall, so no co-location with JAMS for the K-8. Wilson Pacific would start up (grades 6, 7, and 8) in John Marshall 2016-17. They give enrollment numbers for all the north middle schools, and it looks like the building utilization would be pretty good, if everyone does what they want them to do. Seattle School Board Executive Committee

No time to do a complete write-up to several major items of note: It appears that some changing are coming to EOCs for algebra and geometry .  It looks like there will be some sort of comprehensive exam coming in the next four years.  Michael Tolley reported this as coming from OSPI and that he had had a meeting with high school principals.  Most seem on-board but a few felt there was too much testing and would only want to give it to students who hadn't passed a class. A lot of talk around the agenda for working with the State Legislature this session .  Director Peaslee asked for a clear document around the costs of services to students, where WA State ranks nationally for per student funding, and class size.  She said there seems to be a disconnect between the realities in the district and what the Seattle delegation understands.  She said a few of them seem to think the new money makes up for all the cuts and it does not.  Cliff Traisman, the ...

Seattle School Board Meeting for October 2, 2013

From the Board meeting last night: Native American Program The Superintendent announced the following: - there is a tribal history curriculum via a bill that was in the Legislature.  This school year that curriculum will be provided to 4th graders in the SW region (and other unnamed schools). Later it will be in 4th,8th and 11th grades across the district. - Gail Morris is the new director of the Native American program.  She is a member of the Muckleshoot family and has worked on the Washington State Indian Education Association. - the Native American parent advisory committee has been set-up and will be aiding the Superintendent In my remarks I gave the Superintendent full credit for finding getting things done for the program that seemed to stymy other superintendents.  (But I dinged the Super and the Board for not giving one iota of attention to Hispanic Heritage Month.  One notation in the school calendar but not one mention of it at any Board meeting, ...

Pinehurst News

Well, a report out from the public hearing last night that I believe is worthy of its own thread.  From reader Danny: I attended the Pinehurst K-8 (aka AS#1) public hearing last night. It was just that, a public hearing for public testimony. No more real information was gleaned from it other than how important the school is to the community of people who send their kids there. One testimony of note was School Board Director Peaslee waited patiently and testified last with no time limit and put on record that the options of temporarily locating at the Decautur bldg while waiting for a permanent co-location with Thornton Creek are absolutely viable solutions. She also stated that it doesn't make sense to close a program due to low enrollment while there are waiting lists and empty buildings in the district. She also stated that she had a conversation with Thornton Creek's principal John Miner who told her Pinehurst must be saved and is on board with the co-loc...

Open Thread for West Seattle Boundary Meeting/Pinehurst Meeting

If you attended either of these meetings and have comments or thoughts, here's a place for them. Early Tweets from the West Seattle Blog indicate  a much lower turnout than the other two meetings (about 60ish),  West Seattle's topography was ignored/not understood in these suggested boundaries,  people unhappy to have bought a house for School X and now getting School Y.    I'm sure the WS Blog will have a wrap-up thread so I'll link that when it is available.  Also, if you do the "Walk the Boundaries", let us know your comments.

Seattle Schools' Growth Boundary Meeting at Hale

It was a full house but frankly, not as full as I thought it would be (and certainly not the crowd that Charlie had - Tracy Libros said there were at least 250 people at Monday's event).   There were three legislators there - Rep. Jamie Pedersen, Rep. Gerry Pollet and Senator David Frockt.  I saw just two Board members - Director DeBell and Director Peaslee (odd that Martin-Morris wasn't there - this is his region).  There were also several members of the FACMAC committee. I sat at a table with parents worried about several issues but they seems resigned.  I also sat with two reporters from the Roosevelt News.  They worry over losing diversity at their school and overcrowding.  I set them up to talk with Shauna Heath.  Big Picture A couple of themes I came away with that I hope ALL parents understand. NE Middle School Options

Here is the Excel sheet for the options for the NE middle school situation.  My understanding is it is a combo of ideas from staff and FACMAC.  During the Work Session the discussion went as follows: - They were first discussing what appeared in the presentation and what FACMAC was recommending. FACMAC was recommending an Eckstein split - North and South Annexes.   Director Peaslee clarified that this was really a split and not a temporary annexation.  The answer was yes. - There was also this discussion about Jane Addams and beefing up its middle school offerings to fill the school.   (They called this "mitigation.")  But, as Director DeBell pointed out, how long could that go on and how could the district afford it?  (And, if they did this for JA, why not all K-8s?) - One interesting thing is how the district seems very committed to making sure that Eckstein North would have the same things as Eckstein South.  Phil Brockman spoke ...
