Update: here's a bit of the discussion from the last Board meeting on EEU where Director Peters asks a very direct question to Sped head, Wyeth Jessee. End of update Via the Support Big K Facebook page: I'm very sad to report the below update on EEU -  "I'm in disbelief that we are asking people to join us again (at the next School Board meeting.) Despite all of your incredible support at our last meeting, the powerful moving testimony, the passion, and the unanimous support of the school board- no solution has been reached. The Executive Director and Director of Special Education stated at a Special Education PTSA meeting 'no solution will be reached by open enrollment.'

Seattle School Board Meeting for October 21, 2015

I'm a little late in writing this up but here are the highlights of what is to be discussed at tonight's Board meeting . There is to be a presentation called, " Can Assessment Actually Improve Schools?" by one Rick Stiggins.  (There is no link to his presentation.) That's a ludiacious title because, of course assessments can help.  It's how many, the cost, the time and the actual assessments themselves that are at issue. But here are his seven principles of assessment and it's fascinating that he doesn't mention data once. Mr. Stiggins is - surprise - part of the Pearson Assessment Training Institute.   He also has his own website .  He's not here out of the goodness of his heart but I have no idea how much he is being paid. Speakers  The speakers list is full with 13 people on the waitlist.  Many of the speakers are addressing bell times and transportation and school staffing cuts.  One speaker stands out - Jane Broom who is the Director...

Consider Reading the School Board Thread

I finally finished the notes I had taken on the first hour+ of the latest School Board meeting.  I think it worthy reading for several issues. - enrollment is continuing to increase - NCLB waiver and the Senate bill designed to get it back - why SPS isn't funding IB textbooks - artificial caps on enrollment at some schools - Africatown MOU That last one is pretty eye-opening as it featured a last-minute change to the MOU, a blank space for the dollar amount on the lease document, and a question about any religious connections for this learning center that Africatown is running. Very odd and very troubling.

Monday, Jan. 5th Community meeting with Director McLaren 6:00 PM - 7:45 PM at  Delridge Branch Library, 5423 Delridge Way SW Tuesday, Jan. 6th Paramount Duty conversation at JSCEE from 6:30-8:30pm The speakers are: Tom Ahearne,  the trial lawyer for the plaintiffs in the McCleary case, will speak on how Washington State is not meeting its “Paramount Duty” to fully fund education. He will also talk about the latest “contempt” decision on holding our legislators accountable. Andrew Nicholas  from the WA State Budget and Policy Center will talk about the challenges of financing basic education and the reforms to the revenue system that can make that possible. Seattle Schools This Week

Quite a week to come. Monday, Dec. 8th Curriculum & Instruction Committee meeting, 4:30-6:30 pm.   Agenda It would appear to be a two-hour meeting but the agenda is quite slim as well as the time allotted for each item. Of interest: an update on Special Ed work and "pre-K work" from Early Education head, Cashel Toner.  Perhaps this is where she will explain how the new preschool classroom room at Bailey Gatzert likely won't be just for BG area students. Tuesday, Dec. 9th Audit & Finance Committee meeting, 4:30-6:30 pm.   Agenda UPDATE :   Agenda now attached.  Looks like several updates including an issue with the SEC, the WSS (with adjusted Guiding Principles which I have some concerns about), MOA with Africatown (NOT attached as usual, still concerns there), Transportation standards for next year and Title IX and grants updates.  Wondering if there will be any mention of the Gates Foundation preschool grant. Work Session on MOU with Alliance for Ed

Summary: it appears that most of the Board, both as a group and individually, have real issues with the Alliance.  It is not to the point where they don't want to work with them but the issues are both irritants and concerns.  It would appear that the many on the Board believe that the Alliance oversteps its grounds (in relation to its work with the district) and the Alliance's insistence on being a "critical friend" may just be too much for the Board.  More support, less criticism and attempts to steer direction for the Board.  In a frank discussion at the Work Session on Tuesday, much was heard and learned about what the next MOU with the Alliance might look like. I am left to wonder - if the Board and the Alliance have a hard time figuring out where to meet and how to talk - will there be an MOU?  Because with the Alliance's increasing strong stands on what needs to get done in the district and the Board wanting to set the goals (and the Alliance can fol...

Tuesday, August 19th Audit& Finance Committee meeting from 4:30-6:30 pm.  Agenda Wonder if the Committee might consider where money was taken for the various staff members to go off on their preschool junket. Update: Wonder no more, there is nothing on the agenda about the preschool junket or replacing those funds from the various sources that were used to fund it. Lots of interesting items like: - redirection of selected lease and rental earnings to General Fund (because, really, why do buildings need maintenance?) - policy for unpaid holidays for reason of faith or conscience - restrictive covenant agreement terms review - downtown school financing options Wednesday, August 20th School Board meeting starting at 4:15 pm. I am aware that a rally over the Garfield field trip rape is to occur outside of headquarters right before the meeting at about 4 pm.  Supporters of the student and her parents are also likely to be at the meeting. Monday, Feb. 25th Open Enrollment starts today and ends on March 8th.  Info on enrollment. Wednesday, Feb 27th Oversight Work Session :  Technology Services - 4 pm - 5ish Work Session: Budget - 5:30- 6:30 pm Saturday, March 2nd Board Retreat - no details available about where or when.   A few words on the retreats.  The Alliance for Education has been gracious enough to sponsor Board retreats, probably for the last several years.  Usually this has been in the form of finding a site (although I don't know why they pay for an off-site rather than using one of the many SPS sites for free), food, printing, etc. However, at the last Board retreat, the Alliance staffer sat at the table, with the Superintendent and the Board.  This was not the norm.  She then gave input during the discussion.  I was completely dumbfounded as this retreat is for the Board, the Superintendent and the staff.  I asked the facilitator (also paid for by t...

Breaking News: Creative Approach Schools Challenge Wins in Court

Yes, word is that a King County Superior Court judge ruled for the challengers - Carline Brown and Rita Green, Jack Whelan, Robert Femiano and Eric Muhs.     Please, if you wanted a better policy for this approach, you may get it (and with Board oversight and more parent involvement). PLEASE consider sending a check - big or small - to defray the costs of this litigation. Monday  Start School Later Seattle will meet on Monday at 5pm at the Wayward Coffee House on 65th and Roosevelt (parking available off the alley). Tuesday Audit&Finance Committee Meeting from 4-6 pm.  Agenda not available. Wednesday Executive Committee Meeting from 8-10:30 am.  Agenda .  Some of the topics include review of upcoming Board meeting agendas, government relations, "community engagement", Race&Equity policy, renewal of MOU with LEV for South Shore, and Creative Approach Schools update.  Note: there is a "real estate negotiations" discussion that will be closed and start at 10 am.  This is, once again, quite a full agenda and I find it hard to believe they can get it all done in 2 hours.  This all looks quite interesting and I hope someone can attend.   I'm also quite surprised at this idea of a "renewal" of the MOU with LEV when the original MOU was with the New School Foundation (an altogether different ent...

Creative Approach Schools Lawsuit

This guest post is by Jack Whelan.  Please read it and consider adding your support.  (Somehow it got deleted and I am now reposting it.)  Why We’re Bringing Suit against the Creative Approach Schools MOU On June 22, there will be a hearing to decide whether the Memorandum of Understanding (MOU) regarding Creative Approach Schools between the district and the SEA, the local teachers union, is legal. This MOU grants the superintendent the right to waive any Board policy while approving the transformation of neighborhood schools into Creative Approach Schools. This could include waiving whistle blower policy, conflict of interest policies, academic and financial policies--any policy!  It also removes parents from the process.  A group of citizens-- Rita Green, Carlina Brown, Eric Muhs, Robert Femiano, and I—is bringing a suit against the district because we think this MOU is illegal. Tuesday, April 10th Director McLaren Community meeting at Delridge Library from 1:15-3:15 p.m. Audit&Finance Committee Meeting (audit) from 4-6 p.m.  Agenda includes MLK FAME covenant compliance update where we find out if FAME is honoring its agreement with SPS,  a 2010-2011 Financial, Federal and Accountability audit update (not sure what this is),  ALE policy update a "special attention" item from Director Carr called "A&F operating rhythm." BEX IV meeting at Mercer Middle School from 6:30-8:00 p.m.   Eckstein's meeting seem to focus more on capacity issues especially Lowell at Lincoln.  Denny's meeting seemed to focus on issues around Arbor Heights/Roxhill.  I was a little surprised as I didn't see as many parents from Alki, Lafayette or Schmitz Park as I thought might come out.  It will be interesting to see the focus from the communities in the Mercer area. New T-Shirt: I Survived the Executive Committee Meeting (Part 1)

People have often asked me, "Why don't you run for office?"  The painful slog that is sometimes the Board meetings and/or committee meetings is one reason.  Today's Executive Committee meeting was one such experience.  Started at 8:30 am and ran probably till noon (probably because I left at 11:45 am).  This is Part 1.  Not that it wasn't chock-a-block full of news - it was.  But Brian Rosenthal from the Times left early (and surprisingly right before a good part) and Charlie, a twitchy guy on his own, was fairly chomping at the bit to get out of there. I'll start backwards because that's one of the most interesting parts. Good news - they picked the "focus group' community for the superintendent search.  For the most part, a good list with touches of greatness and one truly bad choice.   But I have faith in the abilities of the majority of the committee. Lawsuit over Creative Approach Schools Needs Help

District watchdog Chris Jackins came forward at a recent Board meeting to say that he believed (and a lawyer looking at the RCW concurred) that the MOU between the district and the SEA is illegal.  He has found a number of appellants to sign onto a lawsuit to challenge the legality of the MOU.   But, that lawsuit needs money to start down this road.  If you find this MOU troubling and want to support this effort, contact Chris at 206-219-1687 or 206-521-3288.  Your donation will remain anonymous and any amount ($10, $20, $50, etc.) would be a big help.  Thanks in advance. 

Community Meetings on Saturday the 18th

I attended Michael DeBell's community meeting.  Did anyone attend Sharon Peaslee's?  If so, let us know about the discussion. DeBell's meeting was interesting with the majority of participants from McClure Middle School.  They had a variety of concerns including less-than-stellar science program, loss of students from "good" elementaries like Coe, John Hay, etc. from elementary to middle school (thus creating funding issues for McClure) and issues around discipline at the school.  (You may recall that I mentioned in the SB meeting wrap-up that a mother from McClure had expressed some concerns around discipline as well.) DeBell gave the group an update on the SB meeting.  He said the MOU that passed had been an addendum to the collective bargaining agreement.  He said that 15 schools had expressed interest in the idea.  He was fairly blase about it so I mentioned that the vote took oversight away from the Board and left it all in the hands of the Su...

Through the Backdoor: Creative Approach Schools to be voted on Tomorrow

Guess I'm confused because I thought it was Valentine's Day and not April Fool's Day.  My confusion is the sudden appearance of the Creative Approach MOU back on the agenda for tomorrow night's School Board meeting.  This is action to vote on it.  It has NOT been amended in any way.  Director Peaslee is wisely offering an amendment to it to make sure there is Board (publicly elected) oversight. The SEA refused to take it back to its membership.   (I'm thinking it has something to do with Jonathan Knapp wanting to be SEA president and worried he would lose face if the MOU had to be reviewed by membership.  There's some real courage of convictions for you.) Here's the crux of the issue.  I like this idea of school communities working with teachers and the district to find ways to improve student outcomes using more autonomy and flexibility.  However, what the Board is voting on is to vote itself out of the loop.  This is NOT right....

Let the Board Know about the Glitch in Creative Approach Schools' MOU

Mea culpa and it happens sometimes.  I didn't read through the MOU for Creative Approach Schools thoroughly and I missed a key point.   It cuts out ANY oversight by the Board.   This is unacceptable.  We elect a School Board to have people accountable for decisions made about our public schools and our public school dollars.   While I think it is fine for district staff and SEA leaders to okay a proposal, the final decision must be the Board's.  I think my tip-off was when the question was asked about the passage about bringing in groups to help with these changes and when Asst. Superintendent Thompson was asked about who they might be, she shrugged.  This won't fly.  As I said in my testimony this cannot be a backdoor for astro-turf or charter groups to get their foot in the door of SPS with no oversight by the district AND the Board.  Lack of oversight by the Board could lead to exactly that. Michelle Buetow has written a thoughtful piece about the Memorandum of Understanding (MOU) between the district and SEA for schools to apply to be Creative Approach Schools.   This action will be introduced at Wednesday's Board meeting.  Here's the MOU and the Creative Approach Schools criteria page .   Good for our district and our labor partners for making this effort to allow more innovation/flexibility/autonomy to schools.
