Also to note, the Washington State Constitution says "all children" living within its borders shall be educated.  It says nothing about citizenship.

The Family Educational Rights and Privacy Act of 1974 (FERPA) for the most part forbids school locale from unveiling data from an understudy's instruction records that by itself or in mix with other data can recognize that understudy, without the earlier composed assent of a parent or understudy who is 18 or more seasoned.
