Seattle Schools This Week

Monday
Seattle Council PTSA General Meeting (topic: school budgets) from 6:30-8:30 p.m. at the JSCEE

Tuesday
Executive Committee Meeting of the Whole from 4-6 p.m. at JSCEE.   After the committee meeting, they will go into Executive Session (no public allowed) for "labor negotiations/potential litigation."  The agenda only reflects "superintendent search."

Wednesday
Work Session: BEX IV - 4-5:30 p.m. at JSCEE
Executive Session immediately afterwards for "potential litigation"
School Board Meeting from 6-9 p.m.  Agenda.  The agenda reflects:

- update on the John Stanford Building Bonds
- several votes on Board policies including visitors to schools and Series 6000 with Director Smith-Blum offering an amendment
- an amendment by Director Smith-Blum on moving the timeline slightly further out for Policy 1620BP due to on-going governance training that may serve this policy better.
-introduction of the item to change testimony time from 3 minutes to 2 minutes.  They note that this does not change the time for public hearings; that time will remain at 3 minutes.  (That's because public hearings are governed by an RCW and not the Board.)

Here's their research on the subject:

The Seattle City Council allows public comment for up to 2 minutes per speaker on matters
the agenda, with the total time allotted for public comment not more than 15 minutes. The King
County Council allows 2 minutes per speaker and only on topics on the agenda. Other school
districts vary in time given to each speaker, some allotting 3 minutes per speaker. However, Lake Washington School District, which gives each speaker 3 minutes, only provides an opportunity for public testimony at one meeting per month. Further, Portland Public Schools allows 3 minutes per speaker, but only for a total of 30 minutes.

That's great they did research but they did not discuss any of these other options (testimony once a month, shorter time-frame for speaking, etc. at the Executive Committee meeting).   They must have passed this research around to each other but it was never publicly discussed.
